The issue has been identified and a fix is being implemented. The issue is only occurring for users with 2FA enabled.

Observing an intermittent sign in issue for a small subset of users at the moment. Our teams are actively investigating.

Current workaround is to go to https://go.xero.com/logout, then sign back in via https://login.xero.com. You can then access app management directly via https://developer.xero.com/myapps/
